  Adoption of Temporary Rule on No Child Left Behind
  Released: Monday, August 25, 2003 at 5:00 PM
 
 
 
Effective August 25, 2003, the Teacher Standards and Practices Commission adopted temporary rules in Chapter 584, Division 100 to establish requirements and procedures for highly qualified teachers under the federal No Child Left Behind Act.

In order to incorporate the appropriate stakeholder input to draft initial proposals for rules and to accommodate looming federal reporting deadlines, temporary rules are necessary to implement the federal No Child Left Behind Act as it relates to Highly Qualified teachers. The impending school year necessitates immediate teacher licensure clarity so that districts do not jeopardize ESEA Title I funding.

Hearings to adopt permanent rules will be held during the October and January Commission meetings. The Certificate and Order for Filing Temporary Administrative Rules and Statement of Need and Justification were filed with the Secretary of State effective August 25, 2003, through January 9, 2004.
