  Adoption of Temporary Rule on Limited Teaching License
  Released: Wednesday, November 26, 2003 at 5:00 PM
Effective November 13, 2003, the Teacher Standards and Practices Commission filed a temporary rule to remove the requirement of passing the Basic Skills Test for renewal of the Limited Teaching License in Chapter 584, Division 060.

The Basic Skills Test has been required for renewal of the Limited Teaching License, which is limited to teaching a specific subject for which TSPC does not usually offer endorsements. Some educators were unable to pass the test due to language barriers and their licenses are expiring. The Commission needs to renew these licenses immediately to prevent hardship to districts and students. The school district may determine whether these teachers require Basic Skills Testing.

Public Hearings to consider testimony to adopt as a permanent rule will be held during the January and March Commission meetings. The Certificate and Order for Filing Temporary Administrative Rules and Statement of Need and Justification were filed with the Secretary of State effective November 13, 2003, through May 9, 2004.
