  Child Development Specialists
  Released: Friday, September 24, 2004 at 5:00 PM
We have been getting calls and email related to a memorandum released by the Oregon Department of Education today alerting districts that ODE no longer has the authority to issue child development specialist (CDS) certificates to high school level folks and quite possibly middle-level.

In conversations with ODE today, I believe we can work through this issue in the following ways:

1. Ask the commission to approve an emergency student services license option.
2. Once approved, issue emergency licenses to former CDS folks.
3. Work with ODE to clarify the roles of CDS's that are definitely non counseling activities.
4. Work to assist those folks who may be eligible for school counseling licenses to get them and those who are not, if the roles are appropriate, issue a Limited Student Services license.

MUCH work must be done before we can begin issuing any licenses.

TSPC staff: Please advise folks that TSPC cannot act until the commission has had time to consider the options at the October 7-8 meeting.
