  TSPC will meet January 13-14, 2005

The Teacher Standards and Practices Commission will meet January 13-14 at Willamette University, Putnam University Center, Alumni Lounge, 900 State Street, Salem, OR 97301. The Executive Committee will meet at 7:00 a.m. on Thursday the 13th and again on Friday the 14th if necessary.

Please note change from usual format: The full Commission will convene, in public session on Thursday, January 13th at 11:00 a.m. and Friday, January 14th at 8:00 a.m.

Change in Commission format: The Commission is changing its meeting format and will meet in January as a full Commission throughout the entire meeting. Rather than meeting in subcommittees on Thursday, then reconvening to discuss the same business as a whole commission on Fridays, the Commission will be considering all issues as a full body for this next meeting. It is a format the Executive Committee is recommending and will be reviewing the format's efficiency at the conclusion of the two days.

The committees will not officially be abolished; rather, they will be the subgroup of the Commission that commits to being fully prepared for the issues within each of the committees' areas. Therefore, the Discipline Committee and chair will lead the discussion during Thursday morning's executive session. The Program Approval committee and chair will lead the discussion of Program Approval issues and the same follows for the Licensure committee and chair. Chair Leslie Walborn will lead the discussion of joint issues, with assistance from the chairs of Program Approval and Licensure. Chair Walborn will then also lead the other agenda items that come before the Commission.

Thursday, January 13th will begin at 8:00 a.m. with an executive session to consider discipline recommendations. It is expected that the executive session business will conclude at about 11:00 a.m.

Business will include:
Review of Division 20 and Division 50 rules
Cultural Competency 'next steps'
Governor's Budget update
Initial and Continuing Teaching License implementation plan
Special Education Teachers and federal definition of Highly Qualified Teacher
Program approval for Willamette University's new administrator licensure program;
Program approval for Northwest Christian College's Master of Arts in Teaching Program
Review of other Initial and Continuing Licenses: Administrator, School Counseling, School Psychology
Middle-Level Endorsement Proposal

This will be last official meeting for Cathy Gwinn, Carolyn Ortman and Rich Steiner. Newly appointed commissioners should be confirmed by the Senate in February.

From I-5:

From the north, take Exit 253 (Stayton/Detroit Lake) and turn right onto Mission Street. Continue toward Salem and take the first right exit ramp after the 17th Street intersection (approximately 1 mile from 1-5). Stay left when the road splits. Stay in the far right lane, cross 12th Street at the light and make an immediate right into the Willamette University South East parking lot. Putnam University Center is at the North West corner of that parking lot.
