  Highly Qualified Teacher Evaluations

TSPC has approximately 200 pending HQT evaluations. Most of these are waiting for a state evaluation of HQT status based on the High Objective Uniform State Standard of Evaluation or HOUSSE. This evaluation is ONLY available to veteran teachers defined as teachers who have taught more than three full school years in the life of their careers.

During a monitoring visit by the U.S. Department of Education in late August, the state's definition for HOUSSE was found to not meet federal law. Accordingly, TSPC is required to adopt a new HOUSSE standard for teachers.

After a meeting of over 40 stakeholders, a proposed definition will be presented to the Commission at their next regularly scheduled meeting on January 26-27, 2006. At that time, the Commission is expected to adopt temporary rules allowing TSPC staff to apply a legal definition.

In the meantime, pending evaluations will not be completed and returned to the educator until sometime after the January 26-27, 2006 meeting. Districts are not required to report final tallies for HQT until after the end of this school year (2005-2006). TSPC will work diligently to have all HQT evaluations completed by May 1, 2006.
