  CDS Temporary Rule OAR 584-070-0013 Amended

On March 9, 2006 the Commission met via conference call from 3:30-4:30 in public session to consider a proposed amendment to OAR 584-070-0013 Temporary Rule Initial School Counselor License for Child Development Specialists.

The Commission approved the Executive Director's recommendation to delete a master's degree in education in OAR 584-070-0013 (1) (b) from the list of degrees acceptable towards requirements for the Initial School Counselor License for CDS. The new rule to be filed today will read, "Completion of a master's or higher degree in counseling or related behavioral sciences from a regionally accredited institution in the US or the foreign equivalent of such degree approved by the commission, together with any equally accredited bachelor's degree."

The intent of this temporary rule was to allow CDS candidates with extensive school experience, but who held master's degrees in counseling or social work, to obtain an Initial School Counselors without completing an approved school counselor program.

The rule passed by the Commission was not intended to allow others to bypass the School Counseling preparation programs with a Master's in education and passing the School Counseling test.

Like the temporary rule already filed, this rule becomes effective on April 1 and is only valid for 180 days. The Commission does not intend to reopen the window for CDS candidates with master's degrees in counseling and at least 5 years of school experience to obtain an Initial School Counseling license. This temporary rule expires, all CDS candidates seeking an Initial School Counseling License must complete an approved initial program in School Counseling regardless of credentials or experience.
