The rules listed below have not yet been adopted by the commission. These are proposed rule actions that will be considered for adoption at the next commission meeting on July 18, 2012 or a later commission meeting.

The purpose of this notice is to inform all interested parties that:

* An Administrative Rulemaking Hearing will be held June 20, 2012. The last opportunity for public comment will be July 18, 2012 before 2:00 p.m.

* This hearing will be held from 2:00 to 3:00 p.m. at the TSPC office at 250 Division Street, Salem, OR, 97301 in the main conference room.

* The purpose of this hearing is to allow all interested parties an opportunity to provide comment either in person at the hearing itself or in writing by 2:00 p.m. on July 18, 2012.
(The rule hearing notice was filed with the Secretary of State on May 15, 2012.)

New Rules for Proposed Adoption:

584-090-0115 - Professional Development Requirements: Defines continuing professional development units needed to renew certain licenses.

584-090-0120 - Verification of Continuing Professional Development: Describes how educators validate CPD and allows appeal to Commission if conflict with employer.

Proposed Amendments:

584-010-0001 - Purpose of Program Approval: States purpose of newly-adopted program accreditation standards.

584-010-0006 - Definitions: Updates and add definitions for: conceptual framework; institutional report; off campus programs etc

584-036-0055 - Fees: Reduces fingerprint fees by $3 due to reduction in FBI fees

584-036-0062 - Criminal Records and Professional Conduct Background Check [Requirements]: Clarifies when fingerprints are required and describes further background checks

584-036-0080 - Licensure Tests: Adds Commission-adopted new essential skills test; eliminates mixing and matching tests

584-050-0012 - [Criteria for Denial of Licensure Based on Conviction for Crimes] Fingerprinting and Criminal Background Checks: Clarifies fingerprint requirements and defines substantially equivalent crime pursuant to ORS 342.143

584-060-0220 - International Visiting Teacher License: Clarifies that only international candidates working on a J-1 visa are eligible for this license.

584-065-0035 - Knowledge, Skills and Abilities for Special Education Endorsement: Housekeeping change to add clarifying language around meeting the definition of "highly qualified" and changing the administrative rules that refer to work samples (Evidence of Effectiveness)

Rules for Proposed Repeal:

584-036-0081 - Conditional Assignment Permits: The License for Conditional Assignment becomes effective July 1, 2012. The repeal of this rule should be effective June 30, 2012.

584-036-0082 - Courses in Lieu of or in Preparation for Basic Skills Examinations: Would eliminate substitution of courses for basic skills tests
